Planning a Jurong East appointment

Jurong East is a western regional centre with offices, malls, civic facilities and transport connections concentrated around the station. That concentration can make it a practical alternative to central Singapore for people living or working in the west.

The search area can suit residents and companies across Jurong and neighbouring towns. It is useful when several people need a meeting point, but each signer’s required attendance and identification should be confirmed before the group arrives.

Compare the office’s actual walking route, appointment slot and document experience. For company documents, explain who will sign and what evidence of authority is available. For overseas use, provide the destination and recipient instructions so the notary can plan the certificate and SAL step.

Getting there

Jurong East is an interchange between the North South Line and the East West Line, with the Jurong Region Line under construction alongside. The station connects directly to the surrounding malls and office blocks by sheltered links, and Clementi, Bukit Batok and Boon Lay are each within a few stops.

Nearby search areas: Clementi, Bukit Batok, Boon Lay.

Commissioner for Oaths

A Commissioner for Oaths is appointed under the Supreme Court of Judicature Act to administer oaths and affirmations. When a Singapore court, agency, bank or employer asks for a sworn or affirmed document, the commissioner confirms your identity, watches you sign and records the oath or affirmation. Commissioners handle documents for use in Singapore; they are not authorised to sign documents for use in foreign countries.

Notary Public

A Notary Public is appointed under the Notaries Public Act to perform notarial acts for documents that will be used outside Singapore: witnessing signatures, certifying copies and issuing notarial certificates. The certificate is then apostilled or authenticated by the Singapore Academy of Law, and legalised at an embassy where the destination country is not in the Apostille Convention.

Understanding the two appointments

Notarisation and commissioning in Singapore, explained briefly

Singapore has two separate appointments for witnessing formal documents, and most confusion comes from treating them as interchangeable. A Commissioner for Oaths administers oaths and affirmations. When a Singapore court, government agency, bank or employer asks for an affidavit or a statutory declaration, the person making the statement signs it in front of a commissioner, who confirms their identity and records that the statement was sworn or affirmed. Commissioners are appointed under the Supreme Court of Judicature Act, and the Singapore Academy of Law maintains the public directory.

A Notary Public performs notarial acts, which are the acts a foreign organisation will recognise. A notary witnesses signatures, certifies copies of documents and issues a notarial certificate for use outside Singapore. Since Singapore joined the Apostille Convention in 2021, the notarial certificate can be apostilled by the Singapore Academy of Law for use in member countries; for other countries it is authenticated and then legalised at that country’s embassy. Notaries are appointed under the Notaries Public Act and are typically senior practising lawyers.

The practical rule is simple. If the document will be used in Singapore and must be sworn or affirmed, look for a Commissioner for Oaths. If the document is going overseas and the recipient has asked for notarisation, a notarial certificate or an apostille, look for a Notary Public. Many professionals hold both appointments, which is why the map lets you filter by either.

Fees for both appointments are set out in published schedules under the Commissioners for Oaths Rules and the Notaries Public Rules, with the Singapore Academy of Law’s authentication fee added when a document is going abroad. The fees guide explains how a quotation is built up from those schedules and why exhibits, extra signers and certified copies change the total.

How to use this directory

The map above searches public directory listings of every Notary Public and Commissioner for Oaths in Singapore. These four steps take most people from a search to a confirmed appointment.

  1. 1

    Set your starting point

Use the search box to type an address, MRT station or firm name, or press “Near Me” to use your device location. Distances are measured from that point, so results near an MRT station are practical for people travelling by train.

  2. 2

Filter by appointment type and language

Choose Commissioner for Oaths for documents used in Singapore, or Notary Public for documents going overseas. Add a language filter if the signer needs to be spoken to in Mandarin, Malay, Tamil or another language listed in the directory.

  3. 3

    Compare, then call the office

Each result shows the firm, address, listed languages and published opening hours. Open the listing for the professional’s profile, then telephone the office to confirm that the named person is available, what to bring and what the appointment will cost.

  4. 4

    Prepare with a guide

Read the guide that matches your document before you travel. Most repeat trips are caused by signing early, bringing the wrong identification, missing an exhibit or booking the wrong type of appointment.
